MONTHLY MEETING OF THE
CENTRAL SAN PEDRO NEIGHBORHOOD COUNCIL

AGENDA

The public is invited to speak on issues of general interest during the public comment period of the meeting. Comments on specific agenda items will be heard only when those items are considered. To ensure that all are heard, a time limit on public speakers may be set. Those wishing to make comment, but not wanting to speak publicly, may submit written communications to the board.  Due to a full agenda, meeting will most likely extend beyond 9:00pm.

3.  Board Roll Call

4.  Approval of April 8, 2008 Board and Stakeholder Meeting Minutes.

5.  President’s Report – Joe Gatlin

6.  REPORTS FROM PUBLIC OFFICIALS: LAPD, Councilwoman’s office, Mayor’s Office,,Port of Los Angeles, and Dept. of Neighborhood Empowerment

7.  PUBLIC COMMENT FROM THE COMMUNITY:  Comments on Non-agenda items (3 minutes each)

8.  PRESENTATIONS:  

  1. Presentation by Sanitation District on the Clearwater Program, a new Master Plan to shape the future of the Sanitation Districts’ Joint Outfall System, a network of wastewater treatment facilities serving 73 of the 88 cities in Los Angeles County.   One focus of the Program is on the aging infrastructure and whether construction of a new tunnel and ocean outfall connecting the Joint Water Pollution Control Plant, in the City of Carson, to the Pacific Ocean is needed. 
    (Includes a 9 minute video).

  2. Brief Presentation by YWCA of the Harbor Area discussing the role of the YWCA in the community and specifically the Racial Justice Program.  Possible Motion to support the YWCA Program (they are requesting $1000).

  3. Presentation by David Mathewson of the Port of Los Angeles on the San Pedro Waterfront EIR.

  4. Presentation by Union Pacific Rail on its program to convert diesel locomotives to electric.  Possible motion to endorse Union Pacific’s efforts to improve air quality through its programs.  
  1. Presentation and discussion on possible endorsement of ACE District (Arts, Cultural, and Entertainment). 
  1. June’s Bar:  Discussion on expanding Beer and Wine License to full liquor license and possible board motion.

9.  ACTION ITEMS:

  1. Election:  Board vote on location of the Central SPNC’s September 2008 Election. 
  2. Knoll Hill:  Announcement of opportunity to serve on Knoll Hill Steering Committee.
  3. Request for Amerigas Study.  Possible motion for the Central SPNC to financially support the study along with other neighborhood councils.  (Jody James & Chuck Hart)
  4. Support of 2nd Annual Teen Conference:  Motion to vote on previous agenda item regarding support of the Teen Conference.  Agenda item from March was tabled due to time constraints and not placed on the April agenda.  Request was for $3,000. 
  5. Endorsement of Coastal San Pedro NC’s position on the proposed Angel’s Gate High School (Request to move to June 2008 meeting with presentation).
  6. Discussion of possible townhouse meeting for KABC Channel 7 TV program.  TV station would like to film a meeting for a 2 or 2-1/2 hour television program. 
  7. Motion to approve funds of $3,000 for the 28th Annual Juneteenth Picnic at Peck Park.
  8. Toll Lanes on Freeway being proposed.  Bob Gelfand requested that the board consider a possible motion to propose a presentation at a future meeting.
